Canada must act with moral leadership and courage on Gaza

Temporary pauses in violence in Gaza have not protected civilians, restored safety or upheld international humanitarian law. This is not a ceasefire, even in name, when the assault against the Palestinian people continues and hundreds of Palestinian civilians, including women and children, are killed.

The International Court of Justice has issued binding measures, and UN Special Rapporteur Francesca Albanese has clearly stated that states have a legal duty to prevent atrocity crimes and to avoid complicity — including by halting arms transfers and military cooperation.

The government of Canada has not yet demonstrated the moral courage required in this moment.

Our calls and requests to meet with Prime Minister Carney remain unanswered. Arms export permits remain active. Loopholes allow components and technology to continue to flow, including indirectly through allies. Words of humanitarian concern without concrete measures risk eroding international law and Canada’s long-standing commitments to peace and human rights.

This moment demands moral courage and principled leadership. Canada can – and must – act. Stay informed, press for accountability and take action:

1.Understand Canada’s legal and moral responsibilities

Read recent reports on state responsibility and complicity. International law is only as strong as the courage of states to uphold it.

2. Hold Canada Accountable

Canada must immediately:

  • End all direct and indirect arms transfers to Israel
  • Close “dual-use” and U.S.-routing loopholes
  • Suspend all export permits and technology transfers
  • Commit to transparent reporting on military trade

A complete, comprehensive two-way arms embargo is the clearest test of Canada’s integrity in this moment.
